Meet Penny Shepard, Our HR Partner

We are thrilled to introduce Penny Shepard as a collaborative partner who supports organizations with thoughtful, compliant, and people-centered HR solutions. Her  professional journey began in the hospitality industry, where she built a strong foundation in customer service, relationship-building, and operational support—skills that continue to shape my consultative approach to Human Resources today.
 

Penny later transitioned into HR, supporting multiple government contracts and progressing through roles including staffing specialist, HR generalist, and HR manager. Over the course of more than 20 years, she partnered closely with leadership teams to anticipate business needs, navigate complex people challenges, and implement practical HR solutions that align compliance requirements with organizational goals.

Penny holds a SHRM-CP certification, earned in 2015, and brings a detailed, working knowledge of the Service Contract Act (SCA). Throughout her career, she has been trusted by management teams for her ability to provide steady guidance, clear communication, and sound judgment—particularly in high-stakes or sensitive situations.

In addition to technical expertise, Penny is known for her calming presence and sense of humor—qualities that help build trust, reduce tension, and keep teams grounded during times of change. She believes effective HR support balances structure with empathy, and she brings that philosophy to every client engagement.

In 2021, Penny relocated from Arizona to Texas, where she enjoys spending time with her family and embracing a country lifestyle. She is deeply committed to community involvement and has proudly served as Board Secretary for her local Lions Club for three consecutive years. In this role, she has helped lead scholarship initiatives for local high school students and supports a variety of community service projects.
